International Tipcat Federation, (ITF)

1. Name
The federation will be called International Tipcat Federation, (ITF)
, and will be registered as a company by limited guarantee none profit organisation underneath the Companies Act 1985 and Companies Act 2006.

2. Aims and objectives
The aims and objectives of the federation will be:

        Promote Tipcat throughout the world
        Bridge a gap between all traditional Tipcat styles around the world, so everybody can take part in one sport
        To provide India with international style competitions and to entertain the citizens of India
        Allow other nations to take part in tradition Tipcat and to break down barriers to take part in competition in India/World
        To offer coaching and competitive opportunities in Tipcat for all players/teams.
        To promote the Tipcat within the local communities and especially in traditional  style Tipcat
        To ensure a duty of care to all members of the ITF.
        To provide a service in a way that is fair to everyone.
To help organise and raise funds for a International Tipcat Federation

3. Membership
To ensure all present and future members receive fair and equal treatment.

Membership should consist of officers and members of the club.

All members will be subject to the regulations of the constitution and by joining the club will be deemed to accept these regulations and codes of practice that the club has adopted.

4. Membership fees
Membership fees for affiliating nations will be set annually and agreed by the Executive Committee or determined at the Annual General Meeting.

Fees will be paid: Annually and the sum of £150

5. Officers of the Federation
The officers of the International Tipcat Federation
will be:

Officers will be elected annually at the Annual General Meeting.

6. Committee
The WKF will be managed through the Management Committee consisting of:

        Six - Only these posts will have the right to vote at meetings of the Management Committee, the president does not have a right to vote and is a honorary role to the federation.
        The Management Committee meetings will be convened by the Secretary of the ITF and held no less than four times per year.
        The quorum required for business to be agreed at Management Committee meetings will be: Three
        The Management Committee will be responsible for adopting new policy, codes of practice and rules that affect the organisation of the club.

        The Management Committee will have powers to appoint subcommittees as necessary and appoint advisers to the Management Committee as necessary to fulfil its business.
        The Management Committee will be responsible for disciplinary hearings of members who infringe the club rules/regulations /constitution. The Management Committee will be responsible for taking any action of suspension or discipline following such hearings.

7. Finance
All club monies will be banked in an account held in the name of International Tipcat Federation

The federation Treasurer will be responsible for the finances of the ITF.

Any cheques drawn against club federation should hold the signatures of the Treasurer plus up to one other officers. All banking must be done online.

8. Annual General Meetings
The ITF secretary will give notice of Annual General Meetings (AGM), not less than 21 clear days notice to be given to all members.

The AGM will receive a report from officers of the Management Committee and a statement of the audited accounts.

Nominations for officers of the Management Committee will be sent to the        Secretary prior to the AGM.

Elections of officers are to take place at the AGM.

All registered nations have the right to vote at the AGM.

The quorum for AGMs will be four

The Management Committee has the right to call Extraordinary General
Meetings (EGMs) outside the AGM. Procedures for EGMs will be the same as for the AGM.

9. Discipline and appeals
All concerns, allegations or reports of poor practice/abuse relating to the welfare of athletes and nations will be recorded and responded to swiftly and appropriately in accordance with the federation’s policy and procedures.

10. Dissolution
A resolution to dissolve the federation can only be passed at an AGM or EGM through a majority vote of the membership.

11. Amendments to the constitution
The constitution will only be changed through agreement by majority vote at an AGM or EGM.

12. Declaration
International Tipcat Federation hereby adopts and accepts this constitution as a current operating guide regulating the actions of members.


International Tipcat Federation, (ITF)

Traditional game played all round the world, it is called by different names
Tipcat, Gilli Danda or Guli Danda, Lippa, S-Cianco, is a traditional amateur sport, popular among rural youth in the Indian subcontinent and southern Europe. It is also know as dangguli in Bangla  chinni-dandu in Kannada, kuttiyum kolum in Malayalam, viti-dandu in Marathi, kitti-pullu in Tamil,gooti-billa in Telugu, and Lappa-Duggi in Pashto. This sport is generally played in the rural and small towns of the Indian subcontinent.
•        In Azerbaijan, a similar game is called Çilingağac (Chilingaghaj).
•        In Galicia, a similar game is called bilharda.
•        In Catalonia and the Valencian Community, a similar game is called bòlit.
•        Philippines, a game known as syatong or pati-kubra (in Morong, Rizal is similar to gilli-danda.
•        In Italy a similar game known as "Lippa", "Lipe", "Tirolo", or "S-cianco" is shown in the movie Watch Out, We're Mad!.
•        In the United States, a similar game is called pee-wee.[6]
•        Dainty is a street ball game played in Schnitzelburg, Louisville, in the United States
•        In England, a similar game was called Tip-cat
•        In Poland a similar game is known, called Klipa
•        In Malaysia a similar game is known as konda kondi
•        In Russia a similar game is known as chizhik (чижик)
•        In Slovenia a similar game is known as pandolo
•        In India a similar game is known as Gilli Danda or Guli Danda

Tip-cat, also called One-a-cat, outdoor game dating back at least to the 17th century and introduced to North America and elsewhere by English colonists. The game was widely popular in 19th-century Great Britain and in early 20th-century North America.
Although there are many varieties of the game, all involve a stick about 2 and half feet long, used as a bat, and a piece of wood (the cat) about 4 in. (10 cm) long, 1 to 2 in. (2.5 to 5 cm) thick, and tapered at the ends. The cat is placed on the ground, struck at one end to propel it upward (tipping the cat), and then slammed with the stick as far as possible. In one version, the batter tries to round the bases, as in rounders, before the fielder retrieves the cat and throws it back to home base. If a batter misses the cat three times or if a fielder catches it on a fly, the batter is out. Earlier versions of the game are based on guessing the distance that the cat is hit, scoring points according to the number that comes up on a four-sided cat, and running from base to base on a large circle while the cat is being retrieved. Some authorities consider tip-cat a forerunner of rounders and cricket.

You need:
Two wooden sticks are required for this game. Cat (Gilli) - a small wooden piece 4 inches long 1-1/4 inches diameter at the centre and tapering at both ends. Bat(Danda) - a long stick two and half feet long and one-inch in diameter, like a round ruler. Ask your parents to help you get this. Any carpenters shop will make one for you.
A small circle of four feet diameter is drawn. In the centre a small oblong shaped hole is dug which should be smaller than the Cat
How to play:
Two teams are formed. One bats and the other fields.
5 players in each team
Fielders stand in a position from where they can catch the cat. The first player places the cat in the hole and lifts it quickly high in the air with the bat and then strikes it. If he fails at first, he gets another turn. If the fielder catches the cat before it touches the ground, the batsman is out and the second player tries to hit the cat. If the cat is not caught, the distance from the hole to the place where the cat falls is measured with the bat. Each bat equals one point.
The fielder stands where the cat had fallen and tosses it to the batsman. The batsman tries to hit the cat while it is in the air. If it falls, he taps the tapered end and lifts it in the air and strikes while it is in the air. He gets three chances to hit the cat. If he does not hit it, or is caught, he is out.
The game continues till all batsmen are out. The team changes side and continues the same way. The team with higher score wins.
Skill needs
This traditional tipcat requires exceptional hand-eye coordination, ability to catch and strong wrists.
